Особенно это касается необходимости формулирования концепции и применения цифровых технологий для муниципалитетов различного уровня. В сфере управления, осуществляемого с помощью цифровых технологий зачастую не учитываются основные ценности, характерные для общественных организаций, в частности федераций и ассоциаций, объединяющих организации и физические лица, вовлеченные в этот процесс. проблема цифровизации рассматривалась во многих областях, но на муниципальном уровне имеются лишь результаты фрагментальных описаний и то, чаще всего лишь на уровне преобразования ранее созданных контентов в цифровой формат. Авторами представлены различные подходы к применению цифровых технологий в управлении: электронное правительство, цифровой город, умный город, цифровые проекты муниципалитетах, цифровизация администрации, информационно-коммуникационные технологии в государственном и муниципальном управлении. В настоящем исследовании рассматривается редко рассматриваемый аспект, а именно трансформация цифровых технологий в управленческом процессе на городском уровне, а также их влияние на активы городской инфраструктуры. Также в настоящем исследовании сделана попытка системно рассматреть объекты муниципальной жилищной структуры в цифровом формате и привлечение внимания практического мира к той ценности, которую может привнести комплексная и интегрированная в цифровое пространство система жилищной застройки.</p></abstract><trans-abstract xml:lang="en"><p>There is little theoretical justification for integrated management in municipalities. This especially concerns the need to formulate the concept and use of digital technologies for municipalities at various levels. This implies the need to take into account the core values characteristic of public organizations, in particular public associations and individuals involved in this process. The problem of digitalization has been considered in many areas, but at the municipal level there are only the results of fragmentary descriptions, and, most often, only at the level of converting previously created content into digital format. The authors show various approaches to the use of digital technologies in management: e-government, digital city, smart city, digital projects in municipalities, digitalization of administration, information and communication technologies in state and municipal government. This study examines a rarely considered aspect, namely the transformation of digital technologies in the management process at the city level, as well as its impact on urban infrastructure assets.
