As part of import substitution and the need to take a leading position in the production of medicines in the Russian pharmaceutical industry, clinical trials of drugs using mobile technologies are beginning to be carried out. Technological changes are accompanied by a transformation in the relationship between the doctor and the patient, where the patient becomes an active rather than a passive participant in the process. The key factors in the effectiveness of interaction are trust in the doctor and the degree of satisfaction with the healthcare system. In clinical trials using mobile technologies, the doctor-patient dyad is significantly expanded and includes the staff of the sponsoring organization, researchers who collect information about the participant’s condition using a mobile device, the participant reporting his/her conditions through mobile device, as well as family and medical staff providing additional information about the participant. It is necessary to study the factors of trust to health care provider in non-personal interaction and building the grounds to motivate doctors’ and patients’ usage of mobile technologies. The usage of mobile technologies makes it possible to reduce the “professional burnout syndrome” of health care providers from the repetitive nature of communication and replace it with digital technologies; makes it possible to receive information online and feedback from patients; increases adherence to treatment and adherence to doctor’s recommendations. The benefits of constant contact between the doctor and the patient through mobile technologies will contribute to building more trust in their interaction and increase satisfaction of the population with the quality of medical services.
POLITICAL INSTITUTIONS, PROCESSES AND TECHNOLOGIES
The institution of elections ensures the free expression of the citizens’ will. However, the electoral system in Russia is going through a difficult period faced with the need to adapt to the current global reality and the growing influence of network communications. Its modernization will largely depend on understanding its history. The purpose of this manuscript is to provide a comprehensive historical and political analysis of the development of the electoral system in modern Russia. The results show that the current electoral institution had a significant impact on the formation and consolidation of the Russian political system at the beginning of the 21st century and on overcoming the consequences of the post-Soviet political transformation. The paper offers a review of the key approaches to overcoming the current problems of the electoral system, including the introduction of modern information and communication technologies into the electoral process, as well as issues of consolidating these technologies, electronic voting mechanisms and digital communications in Russian electoral law.

THEORY AND HISTORY OF CULTURE AND ART (CULTURAL STUDIES)
The topic of the article is determined by the growing attention to the origins of the formation of culture and its reflection in various architectural forms, as well as by the desire to preserve the small towns in Russia. The focus put on the cultural potential of such cities will create the basis for the development of tourism within the country and economic growth. Modern processes of globalization, erasing geographical boundaries, cause irreparable damage to the cultural sovereignty of the places. In this regard, to revive small towns in Russia it is necessary to carry out comprehensive measures at the federal and regional levels, as well as the comprehensive interdisciplinary research in this area. The manuscript analyzes the cultural identity of the small town of Ostashkov (Tver Oblast, Russia) based on an analysis of the state of the urban environment and its public spaces. To preserve the cultural identity and originality of the city, the author proposes a communication campaign based on territorial branding aimed at increasing the level of patriotism, stimulating the consumption of local products, increasing the recognition of the region and its tourist attractiveness. When implementing a communication campaign, it is necessary to take into account the individual psychological, socio-psychological characteristics of the main segments of the target audience, and overcome cultural, organizational and other barriers. As part of a communication campaign to preserve the cultural identity of the city, the author proposes to integrate the available historical information about the city of Ostashkov, its geographical location and city symbols to promote the brand of the small city.
Traditional values of Confucianism are perceived as the binding foundation for all sectors of society and social institutions in China – both in the past and in present. Communicativeness is interpreted from the point of view of values that go back to the centuries-old history of China, rather than from the point of view of new digital technologies that play supporting role. The common principles of interaction learned, understood and adopted by all members of society make it possible to develop universal value-institutionalized practices that are introduced into communication between people and organizations on a newly emerging technological basis. The traditional values of Confucianism are being revived after a period of oblivion and acquiring a binding meaning in public communications, significantly contributing to the maintenance of social stability. To ensure social stability on such grounds, the authors consider it is necessary to observe traditional moral and value guidelines in the subjects of communication themselves, especially when they implement the functions of solidarity and coordination of communications between all subjects and objects of this process. The authors outline the following criteria for the effectiveness of social communications based on traditional values: (1) cognitive – unity of understanding of generally accepted values; (2) traditional – preservation of the original meaning and purpose of value systems ; (3) technological – the ability to preserve the original value essence in the shell of new communication technologies. At the end, the authors offer a framework vision of the communicative traditionalist-value mechanism for maintaining social stability and criteria for its effectiveness with the prospect of developing an approach to identifying the communicative capabilities of traditional values in order to maintain social stability. The authors’ reflections and conclusions are accompanied by examples of communication practices in Chinese society of the past and in present.

At the same time, there is an urgent need to conduct an inventory of human resources at the level of organizations and local government. Such transformations are possible only through continuous improvement of the quality of educational potential, which will help maintain the quality of human capital indicators in the relevant entities at the proper level. Investments in a changing socio-economic environment, saturated with digital technologies and elements of artificial intelligence that ensure faster monetization and practical application of human capital.
The article examines the theoretical and methodological understanding of the transformation of the axiological background in media discourse, influenced by mediatization and globalization. The multiplicity of opinions within the media audience arises from the increasing popularity of transnational media conglomerates’ information products. In the context of cross-border socio-political processes, the cross-cultural interaction among media audience participants leads to clashes of values during online media discourse. This article suggests exploring the concept of a “transnational audience” and its components through a meta-analysis of the research base. The authors assert that adopting a transnational approach to studying the media audience will enable an examination of the value background of media discourse within the context of global socio-political processes.
