Abstract
The research is contingent on the interim results received by the Russian Chamber of accounts for strategic audit of national projects. Most experts have outlined the problem of achieving quantitative and qualitative indicators of national projects, and, as a result, the planned results of the country development. The author educes the reasons for the current problem in project management as follows: (1) the contradiction of the method and the tasks set; (2) the lack of mechanisms for implementing national projects in their relationship with Federal and regional projects. Besides, the author adds to this list (3) the issues of the social consequences of the project activities initiated by the public authorities in 2005-2009 and 2018-2020, such as the exclusion of the population from the implementation of projects. The author clarifies that the mobilization of public energy to achieve the planned socially significant results of the development of Russian society is only possible if the content of the projects corresponds to the values of the population towards the future. Based on empirical data, the author demonstrates the sensitivity of various social groups (supporters, opponents, medial group) to the actions / inaction of the authorities to solve the problems of society’s life. The article shows that purposeful problematization of certain areas of state policy leads to the formation of a new social group, which includes representatives of three groups at the same time. It proves that the organization of communication in the project activity of the public authorities, its forms and means are mediated by the characteristic of the medial group

Abstract
The paper represents the analysis of the concept of communicative. The choice of topic is determined by the search for criteria and tools for assessing the results of strategic communication, taking into account the development of its interactive forms. The author leads the existing approaches to the definition of the concept of engagement and identifies the areas for further interdisciplinary research of the specified subject, and raises the issue of the appropriateness of using the engagement indicators in the assessment the social potential of communication. The work is based on the phenomenological tradition in the interpretation of communicative processes and the metamodel of communication of R. Craig. The author uses the methods of comparative analysis, analogy, generalization, and combined methodology of interdisciplinary analysis

Abstract
The paper describes the history of the formation of the specialty “Advertising and PR” and the author’s vision of hidden conflict between modern requirements to the set of professional knowledge of young professionals in the field of advertising and public relations, and the content of the main learning outcomes in the form of a set of professional competences, which will have bachelors enrolled in 2019 entering the labor market in foreseeable future The logic of the article: the first part examines the history of the formation of the specialty and describes the transformation of the main requirements for the education of the graduate, separately describes the specifics of the current level of development of the bachelor’s degree (specialty); the second part provides an analytical overview of the needs of the modern professional sphere of advertising and public relations; the last part of the article represents the analysis of the competence models of bachelor’s training offered by Russian federal universities in the field of educational services, from the point of view of meeting the expectations of the professional environment.

Abstract
This study provides an overview of the geopolitical activity of the ruling elite in various countries of the world. One of the main and decisive actors that exist in the field of international politics are elites, primarily political ones. The article analyzes the mechanisms of influence of political and economic elites on the processes taking place in world politics and geopolitics. Political leaders of both the world’s leading States and countries whose geopolitical position is extremely important are considered. After all, they are the “leading locomotive” of any state on the planet. they are responsible for the choice of making certain political decisions that have a chain reaction of certain events not only within political-territorial entities, but also in interstate communications. Professional and Communicative Proficiency of a Mentor as a Tool of Image Building in Public Service

Abstract
The article investigates the imageological aspect of mentor’s communicative competence in public service and reveals the communicative functions of mentor’s image in relation to the mentees. The author determines the communicative skills necessary for the mentor in all processes and stages of this personnel technology. Based on the analysis of scientific publications, the author discloses and justifies the role models of mentor’s behavior in relation to the mentees from the perspective of the mentor’s image, authority, and communicative competence. The author has conducted an expert survey among public servants, which allowed identify the main professional, business, moral, psychological, and integral qualities that are the most effectively developed by the public servant in the process of performing mentor’s functions. As a result, the author suggests a structural-logical model of the communicative competence of a mentor in the public service in the process of perceiving its communicative knowledge, skills, and competencies for achieving the effectiveness of mentoring

Abstract
The author regards pragmatism as the mental basis of American national character. The key concept of pragmatism is the Truth presented in its peculiar shape reflecting the essence of worldview and world perception of American nation. The main thesis of pragmatism is the statement: «The Truth is that I believe in». The author states that not only the ordinary American citizens but also the USA political elite are ruled by this principle, while the communication style bears the pragmatic character. The author’s content analysis of the foreign and local periodicals confirms the disagreements between the USA authorities and other representatives of international community who often misrepresent the actions of American political establishment. Using hermeneutic method in the analysis of scientific and fine literature the author has come to the following conclusion, that American pragmatism is based on the faith reflecting the mental views mainly occurring unconsciously. Conversely turn pragmatic attitudes determine the Americans’ behavior that explains their aspiration for success as the primary goal and explicates the conducted external policy activities where pragmatism also occurs as the basis of communication patterns of political elite

Abstract
Modern processes in the media, which include the extensive use of integrated content and the shift in emphasis from the correct transmission of the message to the easily understood and simplified form, have led to significant changes in the infosphere. Information distortions take on many forms that are not limited to fakes and inaccuracy, but become part of a large-scale staging of reality. On the basis of the concepts developed by domestic and foreign researchers the author attempts to identify criteria for staging of reality and to analyze the changes that occurred in its mechanisms during the transition from traditional forms of journalistic material to new media. These changes cause the continuous creation of staged risks, which was not possible within the framework of traditional media. The author concludes that these processes should be taken into account as a fundamentally important factor in the analysis of the shaping of public opinion under the influence of the media.

Abstract
The social networking influences all areas of society and stimulates the activity of the social networks communities. Later the importance of social networks revised the researches of the sociological aspects of social solidarity. Solidarity of modern society intensifies according to a sharp increase of possibilities to communicate with the help of the social networks that has become tools of forming the online communities. The authors suggest a new term for characteristics of a new solidarity at network communities - online solidarity. This term shows the connotation with the Internet; it also shows that online solidarity arises on micro level of the interpersonal relations. In the article authors analyze the term and characteristics of online solidarity in network communities and represent the results of the original research (questionnaire, 2019) “Students on Social Networks”. The authors come to conclusion that users with lots of “friends” at social networks feel more successful and socially demanded. Despite of its flexibility and lightness online-solidarity plays an important role in the society and has an influence on the macro level of society.

Abstract
The article is devoted to the features and specifics of social network communication of adolescents on the Internet. VKontakte, Instagram and Twitter, the most popular social networks among teenagers, are considered as a special social environment, which is an integral part of the daily communication of a modern teenager. In the theoretical base, the author relied on the concept of M. McLuhan, the dramatic sociology of I. Hoffman and the theory of network societies M. Castells. Based on the results of a qualitative study in the form of personal interviews with adolescents, the author creates a ‘profile’ of social networks in the understanding of adolescents: describes the distinctive characteristics of adolescents using social networks VKontakte, Instagram and Twitter as communication channels, the dynamics of the use of social networks for adolescents’ self-determination, were highlighted the advantages and disadvantages of having accounts on social networks from the point of view of adolescents.

Abstract
The article discusses the main directions and problems in the study of the friend or foe dichotomy, the relationship of its subjects, and the special locus of the definition “other” in a social context. The article highlights the basic foundations of this dichotomy and the discourses of its existence. Attention is drawn to the philosophical, scientific ideas and conclusions of Russia and foreign authors, which should be used to more adequately describe the nature of the processes that characterize the interaction of diverse individual and group actors of the opposition. Abstract
The authors consider the peculiarities of using cinematographic genres in communication activities by organizations of aerospace industry. As organizations form an information space around them, it is important that the information that is present in it is positive and allows them to effectively influence the key audience. In today’s environment, information broadcast by traditional media is perceived with less interest. Therefore, organizations have to look for and develop new communication channels such as social networks, blogs, etc. Cinematography is of particular importance. It allows to realize such functions as entertainment, information, education, organization of social community, education. In the aerospace field, the implementation of an effective impact on the target audience has its own peculiarities, as this industry is strategically important for the country, potentially crisis-prone, and it is constantly riveted on public and media attention. In addition, the dissemination of certain information may be restricted by classifying data as part of a government, commercial or other secret specifically protected by law. Cinematographic works as a means of forming the information space of aerospace industry organizations in Russia are effective. They are used to form a positive image of the industry, organizations, professions, to promote products and services. Full-length and short films created in fiction and non-fiction genres allow transforming ways of interaction between communicator and audience, expanding communicative possibilities of space, accelerating information exchange

Abstract
The term “digital public diplomacy” that appeared in the 21st century owes much to the emergence and development of the concept of Web 2.0 (interactive communication on the Internet). The principle of network interaction, in which the system becomes better with an increase in the number of users and the creation of user-generated content, made it possible to create social media platforms where news and entertainment content is created and moderated by the user. Such platforms have become an expression of the opinions of various groups of people in many countries of the world, including China. The Chinese segment of the Internet is “closed”, and many popular Western services are blocked in it. Studying the structure of Chinese social media platforms and microblogging, as well as analyzing targeted content is necessary to understand China’s public opinion, choose the right message channels and receive feedback for promoting the country’s public diplomacy. This paper reveals the main Chinese social media platforms and microblogging and provides the assessment of their popularity, as well as possibility of analyzing China’s public opinion based on “listening” to social media platforms and microblogging.

Abstract
The purpose of this article is to identify and study the mechanisms of information and image policy that contribute to creating a positive image of the country; to reveal the role of information and image policy in the formation and promotion of national culture brands. The relevance of this article is due to the need to develop a scientifically based approach to the study of the country’s image from the standpoint of cultural studies, a complex discipline that is distinguished by its integrity and integrated attitude to the study of all cultural phenomena, taking into account the modern achievements of various branches of knowledge. Particular attention is paid to the concept of image in modern science. The theoretical basis was the provisions and concepts of classical works on cultural studies, the theory of mass and intercultural communication, the media, journalism, imageology, political science, sociology, marketing, psychology, philosophy, and ethnology. The article reflects the theory of the information society (D. Bell, M. Castells), the information space, information policy (I. Melyukhin, V. Popov), country branding (S. Anholt, W. Allins).
